European cities have no shortage of pilots for cleaner and smarter urban freight. The real challenge is turning promising experiments into lasting logistics solutions. The GREEN-LOG project offers useful lessons on how to do that. Its new Policy Recommendations brochure brings together three years of experience from Living Labs in Athens, Barcelona, Flanders, Oxfordshire and Ispra.
The central message is clear: sustainable city logistics is primarily an organizational and governance challenge. Technology matters, but cooperation, reliable data, consistent policies and viable business models determine whether innovations survive after subsidies end.
Cities must first understand their role. They should create the conditions for efficient logistics through space, access rules, procurement, enforcement and long-term planning. They should not become logistics operators themselves. Microhubs and consolidation services are generally better managed by professional logistics providers that can handle liability, safety and operational risks. Public authorities can stimulate collaboration through zero-emission zones, congestion charging and access policies. Such measures create a business case for cleaner vehicles and consolidation without permanently subsidizing operations.
GREEN-LOG also exposes a familiar weakness: cities regularly ask operators for data without knowing precisely what question those data should answer. The recommendation is to start with concrete use cases and then define a minimum dataset. Municipal regulations, such as time windows and access restrictions, should also be available in harmonized, machine-readable formats. If authorities demand digital information from operators, they must provide workable APIs in return.
Trust remains essential. In Athens, competing parcel companies ACS and FedEx shared anonymized operational data through a neutral university partner. Cooperation agreements and confidentiality arrangements protected commercial interests. This shows that data sharing is possible, provided governance is organized before technology is introduced.
Consumers must also become part of the solution. In the Flemish Living Lab, customers received discounted delivery slots for choosing consolidated delivery moments. According to the GREEN-LOG report, this eliminated one home stop for every four stops. Customers were willing to wait longer when Wednesday delivery was cheaper. Sustainable delivery is therefore not only about vehicles; pricing and choice architecture can reduce kilometers and costs.
Perhaps the most important lesson concerns scale. Short pilots often finish before behavioral change, network effects and operational learning become visible. Cities need longer test periods, phased expansion and clear policy timelines so companies can confidently invest in vehicles, hubs and digital systems. Urban logistics must also be included in land-use and infrastructure planning from the start.
Finally, smaller cities cannot do this alone. Neutral intermediaries, research institutes and regional logistics organizations can coordinate partners, improve data quality and evaluate impacts.
GREEN-LOG confirms that pilots are valuable, but only if they become stepping stones towards structural policy. The next phase of sustainable city logistics requires fewer isolated experiments and more continuity, coordination and market discipline.
