What are strategic, tactical, operational, and hyperoperational decisions in a transport company? These four levels differ mainly in their time horizons, reversibility, and the granularity of the information they work with.

Strategic decisions span years and shape the structure of the company: which markets and segments to serve (FTL, LTL, temperature-controlled, urban distribution), network design and terminal/depot locations, fleet composition and the transition to zero-emission vehicles, make-or-buy choices (own fleet versus charters), major IT investments such as a TMS, and long-term partnerships or acquisitions. These decisions are capital-intensive, hard to reverse, and set the constraints within which everything else happens.

Tactical decisions span months to a year and allocate the resources the strategy has created: fleet sizing per depot, route, and lane structures; contract negotiations with shippers and subcontractors; pricing and tariff structures; driver capacity planning and shift rosters; charging infrastructure scheduling; and seasonal capacity adjustments. The network is a given; the question is how to deploy it.

Operational decisions work on a horizon of days to a week: order acceptance, trip and load planning, assigning drivers and vehicles to routes, dock scheduling, planning maintenance slots, and combining or splitting shipments. Here, the planner converts confirmed orders into executable trips within the tactical frameworks.

Hyperoperational decisions (sometimes called real-time or execution-level control) happen within the day, often within minutes: dynamic re-routing around congestion, reassigning a load when a vehicle breaks down, ETA updates to customers, slotting in a same-day order, deciding whether a delayed trailer still makes its connection, and — increasingly relevant for electric fleets — real-time charging decisions based on state of charge, queue lengths at chargers, and energy prices. This is the level where AI and live data streams add the most value, because the decision frequency and data volume exceed what human planners can handle.

A useful way to frame the connection is that each level sets the decision space for the one below it. Poor strategic choices (wrong depot locations) can’t be repaired tactically; weak tactical planning (undersized fleet) forces constant hyperoperational firefighting. Conversely, good real-time data should feed back upward — execution data reveals where tactical and strategic assumptions no longer hold. That feedback loop is exactly where most transport companies are still weak.
