Amsterdam is quietly building one of Europe’s most interesting experiments in urban freight: moving household and commercial waste over its canals instead of through its streets.
What started as a modest pilot in the Red Light District in 2021 (electric barges collecting garbage bags twice a week, fed by small electric carts from the surrounding streets) has grown into a structural ambition. Under the policy “Centrum zonder zak” (city center without bags), the municipality aims to have at least 30 waste boats moored throughout the inner city by 2030.
The logic is compelling. Amsterdam’s quay walls and bridges were built three centuries ago for horses and carts, not for 25-tonne refuse trucks. The city counts roughly 200 kilometers of quays, and decades of heavy traffic and deferred maintenance have left the historic infrastructure literally crumbling.

Every heavy vehicle removed from the canal ring extends the life of that irreplaceable infrastructure. It is worth recalling that until some 25 years ago, waterborne waste transport played a prominent role in the city; today, barely 1% of that remains. In that sense, Amsterdam is not innovating but restoring an old logic.
The early results support the ambition. Monitoring of the first waste-boat pilots showed genuine CO2 reduction and fewer vehicle movements in the narrowest streets, and taught the city valuable lessons about the nautical and quayside operations involved. The operating model is textbook city logistics: light electric vehicles and cargo bikes handle fine-grained collection on appointment, waste boats serve as floating consolidation hubs, and electric barges carry the load to the AEB waste-to-energy plant in the western port.
Heavyweight transport moves to the water, where it does no damage. Meanwhile, researchers at AMS Institute have even explored autonomous vessels (Roboat) for this task, and private pioneers such as Zoev City and City Barging have demonstrated for years that construction logistics and waste flows can run emission-free over the canals.
But the rollout is now hitting the classic wall of urban logistics: siting conflicts. The latest proposed location — a waste boat plus a staffed canteen boat on the Singel, right behind the Royal Palace, serving the Nine Streets shopping district — has triggered fierce resistance.
Residents and entrepreneurs formed an action group (“Singel Against the Waste Boat“), invoking UNESCO World Heritage status and the historic viewpoints painted by Breitner. Their argument: this is not “a waste boat” but a full waste-processing station with four to five vans and a crew facility, in one of the most photographed spots of the canal ring. They fear congestion on two key access routes toward Dam Square. The municipality counters with daily boat swaps to limit odor, a five-year permit, and the promise that bags will finally disappear from the streets.
This conflict deserves attention far beyond Amsterdam, because it exposes the fundamental tension in water-based city logistics: the canals are simultaneously transport infrastructure, heritage, public space, and climate buffer. Every mooring reserved for freight is a mooring not available for houseboats, leisure, or simply an open view. A consolidation point on water needs the same careful spatial planning as a hub on land — arguably more, in a UNESCO-listed panorama. Loading and unloading also require space on the quayside, so every water solution still has a land component that neighbors will notice.
The lesson: waste-over-water works technically and environmentally, but scaling from one pilot to thirty locations is not an operational challenge; it is a governance challenge. Amsterdam needs what it still lacks: a “main water structure” that allocates scarce canal space between logistics, climate, living, and leisure, before every single mooring becomes a neighborhood battle. The alternative is thirty separate fights, and a plan that dies of a thousand objections.
